One of the dead was a child and four survivors were hospitalized, said spokeswoman Irina Andrianova in an interview with Russian state television. The ministry initially reported that all 15 aboard had died; then said only seven had died. Andrianova said the Antonov-24 plane had taken off from Krasnoyarsk and was landing at Igarka when it crashed about 760 yards (700 meters) short of the runway and caught fire. On Wednesday, an Airblue A321 jet went down in poor weather in the hills overlooking the Pakistani capital. All 152 people on board the aircraft were lost. The newspaper "The Daily Caller" reports that the FDR was recovered during an effort that has been plauged by rain and mud. A lack of proper roads leading to the crashsite have also hampered efforts. The area is heavily wooded hills, and is largely undeveloped. The paper reports that Pakistan does not have the proper expertise to analyze the data on the FDR, but it has not determined which government it would ask to do the analysis. In its initial investigation, the Civil Aviation Authority of Pakistan said the pilot had been given an alternate approach to the runway in Islamibad, but apparently veered off course during the apporach. Officials with the International Association of Machinists and Aerospace Workers said that the three parties had been trying to resolve the problems to keep the Air Safety Action Program, but that negotiations reached an impasse this summer. "We actually requested help out of FAA headquarters in Washington, and they came down and chewed everyone out and it still kept on," said Dave Supplee, spokesman for the union, which represents 530 local mechanics. Supplee said that individual workers were reprimanded and punished for disclosing mistakes and other problems under the ASAP program, although he did not give specifics. The initiative is supposed to allow workers and management to voluntarily report problems with maintenance and safety to fix any systematic issues that may arise. The mechanics have had the program in place since 2008. Company officials said in a statement that they were still "supportive" of the program. "As we have been throughout the process, we remain committed to working with IAM union leadership to address their concerns regarding the program," Comair spokeswoman Christine Wever said in the statement. The company had similar problems with its pilots union in a similar ASAP program, but Comair's branch of the Air Line Pilots Association rejoined the initiative last summer. As of mid-July, mechanics at 57 other air carriers participate in ASAP, an FAA official said. FAA spokeswoman Kathleen Bergen said the agency was "disappointed" that the two sides couldn't keep the program going. Mexicana, a subsidiary of Nuevo Grupo Aeronautico, or NGA, said it has presented its pilots' and flight attendants' unions with two alternatives. The first is to enter into a new collective contract to secure Mexicana's long-term financial viability and will include accepting cuts of 41% and 39% in wages and fringe benefits for pilots and flight attendants, respectively. It also calls for additional cost-cutting measures, including downsizing 40% of the airline's pilots and flight attendants. It also incorporates a profit-sharing plan, whereby the unions will get a percentage of any operating profit that exceeds 5% of the company's total revenues. As a second alternative, stockholders have offered to sell the airline to its unions for the token sum of 1 peso. The airline's management has stated that it will be willing to transfer control of the airline to its unions. The airline said it will continue to negotiate with its unions. NGA Chief Executive Manuel Borja said the situation will in no way affect the operations, flights or itineraries of NGA units--MexicanaClick and MexicanaLink. The Russian emergency situations ministry states that the commander, second pilot and engineer on board the Katekavia flight from Krasnoyarsk survived, along with a passenger. It states that the An-24 came down 700m (2,300ft) from the runway, and fire subsequently consumed the entire fuselage bar the cockpit and the empennage.
