Sixty years later, in the search for Malaysia Airlines Flight 370, Australia -- along with America and China -- has taken the lead in the race against time to try and locate the plane's wreckage somewhere across a stretch of southern Indian Ocean estimated to be an area roughly the size of Poland, about 1,150 miles to the west of Australia. Inside the air search for Malaysia Airlines Flight 370 Flight 370 was last heard from on March 8. Every plane's black box is fitted with a low frequency acoustic beacon that, when activated after a crash, emits a unique, continuous "ping" for searchers to detect and has a battery life of roughly 30 days (PDF). A host of environmental factors, from depth and temperature of the water to the relative damage done to the equipment, can affect both the life of the battery and the ease of the search. The Australian Maritime Safety Authority (AMSA) announced today the search area for missing flight MH370 has shifted closer to the Western Australian Coast after receiving radar analysis suggesting the airliner did not travel as far south as originally thought. The seafloor within the search area is covered in squishy sediment and is generally flat, save for a steep slope and trench near its southern end. Unless the plane's fuselage went down the slope or into the trench, the underwater geography should not hinder the search. The area is dominated by Broken Ridge, a plateau where depths range from as shallow as about 2,625 feet to about 9,843 feet. Search for Malaysia Airlines Flight 370 At the edge of the plateau closest to Antarctica is the Diamantina trench, which seafloor mappers have found is as deep as 19,000 feet, though it could be deeper in places that have not been measured. The frequency acoustic beacon has a range of up to 12,000 feet, or 2.2 miles or so, and the Australian warship, the "Ocean Shield," that is supposed to leave Perth Monday is towing a U.S. Navy ping locator that has the "capability to do search and recovery operations down to a depth of 20,000 feet." Several objects have been sighted fin the Indian Ocean over the past few days, but none confirmed to be related to the missing airliner. The ship's captain, Nicholas Woods, said the Ocean Shield can "stay out there for an extended period. It means we will be on location for as long as it takes to achieve a positive outcome." Even if the locator beacon goes silent, however, the example of Air France Flight 447 should give searchers and families seeking answers some hope. Flight 447's black box was found roughly two years after it went down at a depth of 2 miles. Data on Flight 370's black boxes may help investigators solve what has become one of aviation's big mysteries - what happened to Flight 370, with speculation ranging from equipment failure and a botched hijacking to terrorism or an act by one of the pilots. Malaysia Airlines flight 370: "We don't know where this aircraft is" Despite the daunting challenges of the search, Australia's prime minister said Sunday that he was hopeful a clue will emerge soon to narrow the hunt for Flight 370, as relatives of Chinese passengers on the plane protested in Malaysia to demand that the government apologize for its handling of the search for the jet. So far, even though more ships are scouring the area off western Australia, none of the recovered items has been connected to the Malaysia Airlines plane that crashed March 8 with 239 people on board. "My understanding from this morning is that there has been no discrete debris associated with the flight," Australian Navy Commodore Peter Leavy told reporters Sunday. In Sydney, Australian Prime Minister Tony Abbott described the "intensifying search effort" as positive because objects "have been recovered from the ocean." New debris found as search area for Malaysian jet shifts The Australian Maritimes Safety Authority said 10 planes took part in the search Sunday, leaving in staggered times from the western city of Perth. Eight ships were on the scene, including the Australian navy supply ship HMAS Success, which is to store any wreckage found. The ships are trying to locate and identify the objects sighted by aircraft over the past two days. Leavy, the commander of the search task force, said the operation was made more difficult because the particular area being combed is in a shipping lane and may be littered with floating objects. AMSA said there were light showers and low clouds in the area, but not enough to disrupt the search, which is about 2 1/2 hours flying time from Perth, allowing the planes five hours to search before they have to return to base. Among the objects spotted over the last day were three by a Chinese Ilyushin IL-76 plane that were white, red and orange, according to a report from China's official Xinhua News Agency said. The missing Boeing 777's exterior was red, white, blue and gray. Furious families want proof of Malaysia Airlines crash In Malaysia, several dozen Chinese relatives of passengers of Flight 370 demanded Sunday that the Malaysian government apologize for its handling of the search for the plane and for the prime minister's statement saying it crashed into the southern Indian Ocean. Holding up banners that read "We want evidence, truth, dignity" in Chinese, and "Hand us the murderer. Tell us the truth. Give us our relatives back" in English, the group staged a protest at a hotel near Kuala Lumpur just hours after flying in from Beijing. Two-thirds of the 227 passengers aboard the plane, which disappeared en route to Beijing from Kuala Lumpur, were Chinese, and China has urged Malaysia to be more open about the investigation. One of the relatives, who gave only his surname, Xu, said they want to meet officials "at the very highest levels." Malaysia Airlines released an official statement Wednesday saying that "it will be making arrangements to fly family members to Perth, only once it has been authoritatively confirmed that the physical wreckage found is that of MH370. Arrangements will be made as soon as the relevant government agencies have provided clearances for Malaysia Airlines to bring family members to the site where aircraft wreckage will be kept." Newly analyzed satellite data shifted the search zone on Friday, raising expectations that searchers may be closer to getting physical evidence that the plane crashed into the Indian Ocean. The change came after analysts determined that the Boeing 777 may have been traveling faster than earlier estimates and would therefore have run out of fuel sooner. That would narrow the hunt for the wreckage and the plane's black boxes, which should contain clues to what caused the plane to be so far off-course. An Australian warship with an aircraft black box detector was set to depart Sunday to join the search. It will still take three to four days for the ship, the Ocean Shield, to reach the search zone - an area roughly the size of Poland about 1,150 miles to the west of Australia. "The ship will take part in the surface search until the debris is positively identified and an underwater search area is then predicted," U.S. Navy Captain Mark Matthews told reporters in Perth. KUALA LUMPUR, Malaysia (AP) - An aviation industry group is creating a task force to make recommendations this year for continuously tracking commercial airliners because "we cannot let another aircraft simply vanish" like Malaysia Airlines Flight 370. As low clouds, rain and choppy seas off western Australia hampered Tuesday's hunt for the missing jet, the head of the operation warned that the 25-day-old search "could drag on for a long time," and Malaysian investigators said they were scrutinizing the last-known conversation between the plane and ground control. The search has turned up no sign of the Boeing 777, which vanished March 8 with 239 people aboard bound for Beijing from Kuala Lumpur. A multinational team of aircraft and ships are searching the southern Indian Ocean for the plane, which disappeared from radar and veered off-course for reasons that are still unexplained. The aviation mystery has highlighted the need for improvements in tracking aircraft and security, according to the International Air Transport Association, a trade association for the world's airlines meeting in Kuala Lumpur. "In a world where our every move seems to be tracked, there is disbelief that an aircraft could simply disappear," said Tony Tyler, the director general of the group whose 240 member airlines carry 84 percent of all passengers and cargo worldwide. "We cannot let another aircraft simply vanish," he said in announcing the high-level task force to make recommendations on tracking commercial aircraft. But the Air Line Pilots Association, the world's biggest pilot union, warned that live-streaming of information from the flight data recorder, as an alternative to the current black boxes, could lead to the release or leak of clues that could make pilots look bad before all the facts about an accident are known. "That data is there for safety analysis," said Sean Cassidy, an ALPA officer and a pilot with Alaska Airlines. "Unfortunately, if you have this massive wave of data that's getting out there - if it's not safeguarded and protected - there's going to be a real rush to judgment, especially towards the pilots in event of an accident." ALPA said if the goal is to better track airplanes, the answer is a beefed-up, satellite-based navigation system called NextGen. In Washington, a congressman is considering introducing a bill that would require the installation of second black box as a backup measure on new commercial passenger aircraft that are used on longer flights, over oceans or in remote locations. The devices, known as deployable flight recorders, would eject before a crash to make them easier to find, and can be designed to float and transmit a signal to searchers. At a March 12 congressional hearing, Rep. David Price said the disappearance of Flight 370 had once again demonstrated the need for such devices, which are costly, but could save time and money by providing critical data to help explain a crash. His spokesman, Andrew High, said the North Carolina Democrat is considering re- introducing a bill he sponsored several years ago. U.S. Transportation Secretary Anthony Foxx said his department is conducting a cost-benefit analysis of the recorders, but has not made any commitments. Tyler, the IATA director general, also urged improvements in screening passengers before boarding. The presence of two men on the Malaysia Airlines flight with stolen passports had raised speculation of a possible terrorist link, but it is now thought they were asylum seekers bound for Europe. Nonetheless, Tyler said their easy access to the flight "rings alarm bells." Malaysia's government, responding to repeated media requests, released a transcript of the conversation between Flight 370 and air traffic control, which showed normal exchanges as the pilots requested clearance for takeoff, reported it had reached cruising altitude and left Malaysian airspace. "Good night Malaysian three-seven-zero," were the final words received at 1:19 a.m. on March 8 by ground controllers at Kuala Lumpur's international airport. That was a change from what had been originally transcribed as "All right, good night." There was no explanation for the change. The conversation was in English, the universal language of aviation. Investigators were scrutinizing the conversation to determine if there was any stress or tension in the voice of whoever was communicating with ground control, the government said. It added that investigations were trying to confirm if the voice in the final conversation was that of the co-pilot, as was earlier believed. Malaysia has been criticized for its handling of the search, particularly its communications to the media and families of the passengers. Malaysian Prime Minister Najib Razak was expected to travel to Perth on Wednesday, where he will meet with Australian Prime Minister Tony Abbott and visit the joint agency coordinating the multinational search effort. Angus Houston, who heads the agency, said the operation was the most challenging one he has ever seen. The starting point for any search is the last known position of the vehicle or aircraft, the former Australian defense chief said. "In this particular case, the last known position was a long, long way from where the aircraft appears to have gone," he said. "What we really need now is to find debris, wreckage from the aircraft. This could drag on for a long time." The focus of the search has shifted as experts analyzed limited radar and satellite data from the plane, moving it from the seas off Vietnam to several areas in the Indian Ocean west of Australia. The current search zone is a 254,000-square-kilometer (98,000-square-mile) area roughly a 2½-hour flight from Perth. The search resumed Wednesday, with the first of nine planes heading out to the search zone, about 1,500 kilometers (930 miles) west of Perth, the Australian Maritime Safety Authority said. Another nine ships were scouring the area. On Tuesday, Australia deployed an airborne traffic controller to prevent collisions. An Australian air force E-7A Wedgetail equipped with advanced radar made its first operational flight, AMSA said. Under normal circumstances, ground-based air traffic controllers use radar and other equipment to track all aircraft in their area of reach and direct planes so they are at different altitudes and distances. But the planes searching for Flight 370 are operating over a patch of ocean that is hundreds of kilometers (miles) from any air traffic controller. Britain's Ministry of Defense said Tuesday that Royal Navy nuclear submarine HMS Tireless had joined the search for the missing plane's flight recorder. British Survey ship HMS Echo is also due to join the search effort Wednesday. "Lord of the Rings" director Peter Jackson's private jet had also joined the search. The FAA has drafted new guidelines for dealing with potential cases of sleep apnea among pilots and sent them to key members of the medical community for review. Under the draft guidelines announced April 1, pilots will not be disqualified based on body mass index (BMI) alone, and pilots will be issued medical certificates even if they are referred for additional evaluation. The new draft guidelines came after AOPA and others objected to the sudden announcement late last year that the FAA would require expensive and intrusive testing of all pilots with a BMI of 40 or greater. "While some details still need to be worked out, the draft guidelines developed by FAA represent a significant step in the right direction over the policy announced last year," said Jim Coon, AOPA senior vice president of government affairs. "FAA has heard the concerns of AOPA members and responded with a more appropriate approach that will keep pilots flying." Under the draft guidelines, aviation medical examiners (AMEs) will continue to ask questions related to sleep apnea, as they have done since 2009. If a pilot is referred for evaluation for sleep apnea, the examiner will issue a regular medical certificate and the pilot will have 90 days to get an assessment. The pilot can keep flying during that 90- day period and the assessment can be conducted by any physician, not just a sleep specialist, and a sleep test is not required if the doctor feels it is unnecessary. This is a significant change from the earlier policy that would have required testing by a sleep specialist, costing pilots thousands of hours and millions of dollars. AOPA and others had objected to the earlier policy change on the grounds that the FAA had not consulted the aviation community. AOPA sought the help of Congress to ensure that any new policies were carefully considered, included input from the aviation and medical communities, and were appropriate to the level of risk. General aviation supporters in the House and Senate introduced legislation that would have required the FAA to go through a formal rulemaking process before implementing any new policies regarding sleep disorders. The House passed the measure by voice vote in February, and AOPA and eight other GA organizations wrote to senators, asking them to quickly follow suit. "I want to thank our friends in the House and Senate who supported legislation to ensure that stakeholders would be heard on this important issue. We especially appreciate the leadership of Aviation Subcommittee Chairman Frank LoBiondo (R-N.J.) and Rep. Rick Larsen (D-Wash.) in the House and Sens. Joe Manchin (D-W.Va.) and Jim Inhofe (R-Okla.) in the Senate," said AOPA President Mark Baker. "Safety is always a top concern for pilots, and we're pleased that the FAA listened to our concerns and has sought a more measured and appropriate way to address the issue of sleep apnea in the pilot population." It has been nearly a decade since the International Civil Aviation Organization (ICAO) introduced an amendment to its aviation rulemaking to require member states to have certified international airports establish a safety management system (SMS). The FAA has said it supports harmonization of international standards and has worked to make U.S. aviation safety regulations consistent with ICAO standards and recommended practices. ICAO issued its first SMS directive to its member nations in 2005. It required these countries to mandate SMS implementation for a number of operators, including air carriers, repair stations and international general aviation in large and jet aircraft, by Jan. 1, 2009. Even then, knowing its own track record on rulemaking, the FAA filed "differences" with ICAO, a process by which nations can postpone implementation of some ICAO regulations. Those differences are published in the form of supplements. According to the FAA, it intends to implement SMS at U.S. airports in a way that complements the requirements of Part 139, Certification of Airports. The FAA said it is now considering the best way to introduce an SMS requirement to the more than 540 U.S. airports certified under Part 139. The notification of proposed rulemaking (NPRM) for certified airports was issued on Oct. 7, 2010. The agency accepted comments on the proposed SMS rule through July 5, 2011. The FAA said it received "many helpful comments and insights on benefits and costs" from the public in response to the October 2010 NPRM. "The FAA carefully considered these comments, and in light of the information received, the FAA decided to modify our proposal and provide another opportunity for public comments on the modifications through our SNPRM [supplemental notice of proposed rulemaking] process," the agency explained. On Dec. 10, 2012, the Department of Transportation posted its monthly Significant Rulemaking Report for that month. The December 2012 report amends the next stage for the Airport Safety Management System rulemaking (Docket Number FAA-2010-0997) as a supplemental notice of proposed rulemaking. While the SNPRM is currently under development, the agency anticipates offering changes to the rule's applicability and some proposed requirements. Specifically, the FAA is evaluating several options for SMS at various classes of Part 139 certified airports to improve the implementation of SMS. The FAA is considering changes to SMS implementation and some SMS elements to reduce the burden on an airport implementing SMS. More than 30 certified airports are already developing and implementing SMS. Safety experts worldwide view SMS as the next major step to improve safety in aviation. The FAA is encouraging all certificated airports to develop an SMS voluntarily. Textron Bets It Can Sell a Military Plane Using Off-the-Shelf Parts In an age of budget-busting weapons programs and tighter defense purse strings, Textron Inc. TXT +1.53% is betting it can sell a cut-rate military jet assembled in part from off-the-shelf components. Textron, the world's largest maker of business aircraft, developed the new Scorpion jet with its partner AirLand Enterprises LLC in less than two years-a turbocharged time frame for a military plane. It borrowed technology developed for its high-end Cessna Citation corporate jets, and it added components like ejector seats from suppliers' catalogues rather than custom designing them. Textron used its own funds-analysts estimate it spent hundreds of millions of dollars-without a contract, which is rare in an industry where companies generally secure government backing and clear design specifications before starting projects. Some prospective suppliers had so little faith in the project that they declined to take part. But Textron Chief Executive Scott Donnelly says he's confident a global market exists for small, cheap-to-run jets able to carry out intelligence, security and reconnaissance work for the military as well as functions like patrolling borders and tracking drug smugglers. The jets can also carry weapons under their wings. "There was a need out there not being satisfied," he says. Textron estimates the size of the global market at more than 2,000 planes and says the company could start to deliver them in 2015 if it wins an order this year. The Scorpion is priced below $20 million, and aims to have lower operating costs than those of pricier jets flying similar missions. That sandwiches it between slower turboprops such as Embraer SA EMBR3.BR +0.64% 's $11 million Super Tucano-a big seller to nations in Africa and Latin America-or advanced supersonic combat fighter jets like Saab SA SAAB-B.SK -1.01% 's $43 million Gripen, and offerings from Lockheed Martin Corp. LMT +0.29% , Boeing Co. BA +2.17% and others costing $50 million or more. Experts on military aircraft are divided on the Scorpion's prospects. The 2,000-aircraft estimate "is ambitious but reasonable," says Kristin White, a senior associate at Avascent, a defense-industry consulting firm. "The competition is going to be tough, but [air forces] will have to take a look" because of the price and capabilities. Others see limited demand for such a plane and say the market is already well served. "I just don't get it," says Richard Aboulafia, a vice president at Teal Group, an aerospace consultancy. He reckons demand for the Scorpion's niche is fewer than 20 planes a year. Textron says it's developing a price proposal for a potential governmental customer. It declined to identify the country, but people familiar with the discussions say it is in the Middle East. "The militaries of several U.S. partner nations have expressed interest and have been briefed, and proposals are being submitted," Textron says. Providence, R.I.-based Textron, which had $12.1 billion in revenue last year, is one of the more diversified defense contractors. In addition to business jets, helicopters and military hardware such as armored vehicles and drones, it makes golf carts, car parts and what it calls the "world's fastest lawn mower." The Scorpion's roots go back a decade to when entrepreneurs started developing so-called very light jets carying four or five passenger that used composite materials, lean manufacturing techniques and off-the-shelf parts. The jets were supposed to cost less than $5 million each, opening a market for private ownership beyond the elite. That vision fizzled because of development problems and scarce funding. But a group of former military officers and aerospace engineers embraced a similar notion. They formed AirLand Enterprises and started pitching the idea of a low-cost jet to defense companies. Whit Peters, a former secretary of the Air Force who led the AirLand effort and now supports the Scorpion sales push, says many companies balked. But in 2011 he pitched the idea to Mr. Donnelly and found a fit. Textron's Cessna unit hadn't built a military jet for three decades, but it was developing composite technology and manufacturing for its business jets. The companies formed a joint venture, Textron AirLand, to pitch the planned plane to countries that couldn't afford higher-end models. They also targeted the U.S. National Guard. More than half of the Scorpion prototype was built using parts developed for the Citation jet. Another 20% were acquired off the shelf. Bill Anderson, president of Textron AirLand, says two large defense contractors declined to participate in the project because they doubted the size of the market or were wary of using the lightweight composite materials increasingly used on commercial planes to build a military jet. Mr. Donnelly told potential partners to view Scorpion as a commercial project with military applications, and he urged them to be more flexible. That approach mirrors a push by Frank Kendall, the Pentagon's acquisition chief, for companies to be more agile and develop systems in the style of Lockheed's legendary SkunkWorks program. Under that program, small teams designed ultra-fast jets and rockets away from the traditional military acquisition process. Taking decades to move from drawing board to operation "just won't cut it" for some military platforms, Mr. Donnelly said. Some suppliers agreed to back Textron's approach for the Scorpion. Martin-Baker Aircraft Co. supplied ejector seats, donating them as part of its investment in the Scorpion. "I bought off on their vision," says Andrew Martin, vice president, business development. The work was carried out in an unused building on Cessna's Wichita, Kan., campus known as the Glasshouse with a team that grew from nine to almost 200. Textron managed to keep the work secret for 18 months before its unveiling last September. With the tight deadline and budget ceiling, executives approved redesigns in mere days or weeks. Wind-tunnel testing happened after the tools were already made to manufacture the jet. "We broke all the rules," Mr. Anderson says. The ejector seats proved to be too big for the cockpit, and tailoring them to fit would have cost more than $100 million and delayed the project by 12 to 15 months. "[So] we modified the cockpit," says Mr. Anderson, an approach that defied convention in military projects, where designs are fixed to meet strict specifications. Ultimately, the Scorpion's success-and whether more companies go it alone developing military systems without a contract--will depend on the jet's sales. "That will embolden more companies," says Mr. Donnelly.
