Safe integration is our priority. Whether found lying on the White House lawn or slicing into the flight path of an airliner on approach to a major airport, examples abound of the danger we court by misusing aircraft that are unmanned or remotely piloted. In these events, we have seen glimpses - but so far only glimpses - of the potential for disaster if we fail to treat them as what they are: aircraft in our national airspace. While many use the term "drone," these vehicles are, in fact, aircraft. Some fly without a pilot on a pre-programmed route; others are flown remotely by pilots working near the launch site or thousands of miles away. The Air Line Pilots Association, International, recognizes the popularity of unmanned aircraft systems (UAS) for recreation, the value of employing them in certain commercial applications, and the importance of our country's ability to compete in leading the development of new UAS technologies. The safety of air transportation, however, must be paramount over all of these goals. My organization is not against UAS aircraft; we are for their safe integration. The North American airspace is the most complex on the planet. It's also the safest, and we need to protect that extraordinary level of safety for all who depend on air transportation. Remember the bird strike that caused the "Miracle on the Hudson"? Unmanned aircraft can be smaller or larger than birds, but they harbor added risk to aircraft in flight because they include batteries, motors and other hard, metal components. For that reason, UAS must meet the same high level of safety and security standards as other airspace users. Regardless of whether they are used by hobbyist or for commercial purposes, rules are being developed for both small aircraft under 55 pounds and large ones that weigh more. Currently, the Federal Aviation Administration has limited commercial small UAS operations to "line of sight," meaning that operators must be able to see the aircraft while flying it. Small UAS operators must keep the aircraft below 400 feet above ground level, and they can't be flown within 5 miles of an airport. Despite these guidelines, serious safety questions persist for airline pilots. The most serious issue for small UAS operations is flying the device, intended or not, into civil airspace or a "lost link" scenario - a situation when the UAS is no longer receiving the signals that the operator transmits that could result in its entering the same airspace I fly in as commercial pilot. These situations are not acceptable. Integrating larger UAS aircraft, which can be as large as my airliner, to be operated in our national airspace system is an even bigger concern. For that reason, ALPA maintains that large UAS must be designed, equipped, and certified to the same standards as airliners. The pilots that fly them must also be required to meet the same training and qualification standards that I am required to meet. When I am flying in the cockpit, I need to be able to see any UAS operating in my airspace, intentionally or unintentionally, on my cockpit display of traffic. Air traffic controllers need to see them on their display as well, so they can manage traffic in the airspace. And the UAS itself must be equipped with safety systems including active collision-avoidance technology. Traffic Collision Avoidance Systems were developed as a result of a number of midair collisions many years ago. UAS aircraft must be equipped with this technology if they are intended to be operated in our airspace or have the potential to inadvertently find their way into our airspace. Why subject our passengers and cargo to an avoidable risk? ALPA continues to work with the FAA and other industry stakeholders to develop real- world solutions and standards for safe UAS operations. While the regulations needed to address these challenges will be complex, they need to be developed thoroughly and correctly. Airline pilots often say that you don't fly an airplane with your hands, you fly it with your head. We can't cross our fingers and hope that we will continue to avert the potential threat posed by the misuse of UAS. Our nation needs to make wise decisions based on safety as we integrate UAS into the national airspace. Capt. The UAE scored a success rate of 98.86 per cent making it the most compliant with international safety standards and ranks ahead of South Korea (2nd) and Singapore (3rd), according to the UAE General Civil Aviation Authority (GCAA). "We've been subjected to an audit from ICAO and based on their assessment the GCAA became number one," said GCAA Director General Saif Mohammed Al Suwaidi by phone on Wednesday. The news was welcomed by His Highness Shaikh Mohammed Bin Rashid Al Maktoum, vice president and prime minister of the UAE and ruler of Dubai, in a tweet earlier in day. While a number of senior government officials and the executives of the UAE's airlines congratulated the UAE on the ranking. "This is another feather in the UAE's cap. They are demonstrating a commitment to commercial aviation second to none and the results speak for themselves. Home to leading airlines and now with the highest safety rating, the UAE has become an industry leader," said United States-based analyst Addison Schonland, founder and partner at AirInsight, said by email. "The number of people attaching their name to this news shows the breadth and depth of the commitment to aviation by powerful people in the region," he added. The UAE has emerged as a major hub of aviation over the past decade and is home to the world's busiest airport for international passenger traffic, Dubai International. "This is a result of the overall transformation project we have started with the organisation almost five years ago," Al Suwaidi said about the country's aviation standards. ICAO visited the UAE last November where they assessed the country's regulator, airports and airlines. Al Suwaidi said the number one ranking shows that the UAE has the "safest airlines, safest airports."" "Great product, great service is of course great from a competitive viewpoint but it has always got to be underpinned by an unrelenting and rigorous focus on safety. This is not something that can be used to commercial advantage but it is important to be able to demonstrate the pre-eminent attention that it is given," said UK-based John Strickland, Director of JLS Consulting, said by email. Governments of the UAE have invested billions building the country's aviation industry. Emirates is considered the world's largest airline by international passenger traffic and operates the largest fleet of Airbus A380, the world's largest passenger plane. The government of Dubai has earmarked a $32 billion (Dh117.5 billion) investment to develop Al Maktoum International Airport at Dubai World Central, currently Dubai's secondary hub, into a mega airport with an annual capacity of more than 200 million passengers. Abu Dhabi is currently is spending Dh10.8 billion on building the Midfield Terminal Building (MTB) at Abu Dhabi International Airport. The perception of air safety in the Asia Pacific region continued to take a hit after the February 2 crash of TransAsia Airways Flight 235, flown with an ATR-72-600, into Taiwan's Huandong Viaduct. He has worked for the NTSB in the Vehicle Performance Division of Office of Research and Engineering in Washington, D.C., and is a member of International Society of Air Safety Investigators (ISASI). Brickhouse emphasized that before looking at the region's overall air safety record, it's important to step back and look at the accidents that have happened in the past year. "The majority of those accidents that happened in the region are still being investigated. They're still looking for Malaysian Airlines Flight MH370, while it appears that MH17 was brought down outside the realm of a safety-related accident," he said. "So before we can make a final assessment, we need to know the links that are causing these accidents in the region." Anthony Roman is the president of Lynbrook, New York-based Roman & Associates, a global investigation and security risk management firm. He's an FAA-licensed commercial pilot, a former corporate pilot and a former adjunct instructor at the State University of New York's professional pilot program. "The Asia Pacific region's airlines have had an unprecedented accident record, with 12 fatal accidents in 14-month period," said Roman. "That's unacceptable, given the engineering built into modern airliners that help prevent accidents from happening. "Things like policies and procedures and administering airlines' enforcement of proper maintenance rules, safety procedures and other kinds of administrative actions are needed to maintain a healthy and safe airline," said Roman. Aviation government authorities in the Asia Pacific region are under each country's sovereignty, said Roman. "And each are part of the global commercial aviation community that must comply with ICAO regulations on air safety," he said. "Take Malaysia Airlines, had been under a watch order, where they were being monitored to ensure they reached air safety compliance. ICAO has been giving them a helping hand during rapid expansion that dovetailed with the airline's rapid growth to meet demand in the region." Brickhouse noted that the Asia Pacific region has experienced a tremendous amount of growth in the past 10 years, which can present challenges for these newer airlines. "I'll use the U.S. airlines as an example. If you go back in history to the 1930s, 1940s and 1950s, we had periods where there were fatal accidents," he said. "The aviation industry was outgrowing the regulations and safety procedures that were already in place." An accident would happen, and more procedures would be put in, said Brickhouse. "So it's important that regulations and safety procedures that are already in place grow in lock step with an airline industry that's growing. When the regulatory and safety sides lag, it presents opportunities for accidents to happen," he stated. National and low-cost carriers are springing up all over the Asia Pacific region, said Roman. "If budget airlines aren't carefully managed, the words budget and safety can conflict. It's far easier for them to conflict, and this is delicate balance occurring in the Asia Pacific region now," he said. "You have the mix of rapidly expanding airlines, new routes and burgeoning growth happening faster than enforcement of policies and procedures can keep up." While a focus on safety and business success can be at odds, Western carriers have mastered that formula, while Asia Pacific airlines have not, said Roman. "Those airlines need a better risk management program that focuses on the management of safety. They need to follow ICAO regulations that manage the implementation of safety training," he said. "So until they have risk management programs that are successful, they will continue to suffer far greater accident rates than Western airlines." Brickhouse noted that while on the surface, the region looks to be unsafe, it's hard to make general assessments. "Instead, we need to learn from accidents. Using Honeywell Aerospace's technology, pilots are able to give one-word commands to activate the voice recognition-enabled tablet mounted in the middle of the cockpit to initiate the process. "(I have to) lower my head, and it takes away from looking outside," said Jim Anderson, a veteran pilot and lecturer in the aviation program at Arizona State University. "Voice recognition is the next step. You can just say it." In addition to voice recognition capabilities, the tablet is also touchscreen. Honeywell also plans to include text-to-voice features in the future, Honeywell officials officials said. Officials at Honeywell Aerospace, which engineers and manufactures technology for the aviation industry, have called the technology a "huge advancement" in the cockpit. The voice commands allow pilots to skip several steps when commanding the plane - all without having to physically type in the commands. This reduces the amount of workload, allowing the pilot to concentrate on flying safely and efficiency, officials said. Honeywell is working closely with pilots to make the technology more practical and user friendly, as well as to identify the best way to use the voice function, said Andy Drexler, Honeywell Aerospace's director of marketing and product management. Honeywell designers and engineers have found that both background noise in the cockpit and the pilot's accents can negatively impact the technology's accuracy. The company's engineers are working to improve the voice-recognition technology's ability to more accurately decipher accents from non-native English speakers, while the design team is considering developing text-to-speech to boost accuracy. Drexler said the technology could help eliminate current language barriers between non- native English speakers and air-traffic controllers, along with any misunderstandings that occur as a result of radio static. The single-seat jet crashed at the air force's training ground in Lopburi province during a weapon-training flight, Air Vice Marshal Montol Suchookorn said. He said the body of the 30-year-old pilot was found in the wreckage and air force officers were investigating the cause of the crash. Thailand's air force has about 50 active F-16s in three fleets. The crashed jet was first used in 1988 and has undergone regular maintenance, Montol told The Associated Press. In 2010, another F-16A crashed near the Thai-Myanmar border during a training flight, killing the pilot. A plane that crashed into a Southwest Miami-Dade field last week had its left engine propeller overhauled a week before at Miami Executive Airport, according to the National Transportation Safety Board. The plane was on its first flight after the overhaul. The preliminary findings by the NTSB - which could change by the time a final report is released, which could take more than a year, said Eric Weiss, a spokesman for the NTSB - revealed that one of the pilots of the Beech 1900 aircraft called air traffic control to report an engine failure just under two minutes after taking off Feb. 11 from the airport, 12800 SW 145th Ave. Victims of Southwest Miami-Dade plane crash were Venezuelan; probe begins 4 killed in plane crash near Kendall airport "The controller asked the pilot if he would like to return to the airport and the pilot replied affirmative," according to the report, which was released Tuesday. Before the pilot could make it back to the runway, the plane hit a utility pole before crashing in a field, two miles west of the airport, at Krome Avenue (Southwest 177th Avenue) and Southwest 144th Street. "Witnesses observed the airplane flying low, with the left wing down and the left propeller turning slower than the right propeller, before the airplane impacted the utility pole," the report said. The twin-engine airplane, which belonged to the Venezuelan unit of Brink's security firm, had four people on board, all of whom died. Company officials identified the four as pilot Raul Chirivella, co-pilot Roberto Cavaniel and passengers Juan Carlos Betancourt and Francisco DiMarco. Chirivella was a 25-year employee of the firm, said Edward Cunningham, a spokesman for Brink's. The other three were not employees, he added. Noone on the ground was injured. After the crash, company officials in Venezuela told the Miami Herald the Venezuelan- registered aircraft was routinely used to transport valuables around the country. Records show the plane was registered to Servicio Pan American de Protección in Venezuela. The NTSB report said the 21-seat airplane, manufactured in 1988, was powered by two Pratt and Whitney Canada 1,100 horsepower engines, equipped with four-blade, controllable pitch propellers. Maintenance records showed the left engine propeller was "removed and replaced with an overhauled propeller'' about a week before the ill-fated flight, the report said. Cunningham said the plane was in Miami for maintenance. The plane's flight from the Kendall airport was its maiden voyage with the overhauled propeller. The plane was heading to Venezuela, with a refueling stop in the Turks and Caicos, islands in the Caribbean. Reliance Aviation fueled the plane at Miami Executive Airport. A fire after the crash consumed a majority of the cockpit and cabin, the report states. The cockpit voice and flight data recorders on board were recovered and are being reviewed by the NTSB. The investigation will look into a host of information surrounding the pilot and crew, their health, cellphone records, medical and autopsy reports, a check of the aircraft's maintenance records, whether the pilot had enough sleep before the crash and whether the overhauled propeller's installation was a factor, the NTSB's Weiss said. Penalties, if any, would be under the jurisdiction of the Federal Aviation Administration, but it is too soon to address fines while the crash is still under investigation, said Kathleen Bergen of the FAA. An NTSB review of maintenance records revealed that the left engine propeller had been due for overhaul. It was removed and replaced with an overhauled propeller prior to the accident flight and the accident flight was the first flight after the overhauled propeller was installed on the left engine. The flight was cleared for takeoff at 14:36:45 hours local time. At 14:38:15, one of the pilots reported an "engine failure" to air traffic control. The controller asked the pilot if he would like to return to the airport and the pilot replied affirmative. The controller then offered a 180-degree turn to runway 9R and the pilot requested a left traffic pattern to runway 27L, which the controller approved; however, the airplane subsequently impacted a utility pole and terrain about 4,5 km west of the runway. The highest altitude recorded on radar was 300 feet. A postcrash fire consumed a majority of the cockpit and cabin. Pendergrass, U.S. Navy) The Navy has made some changes to its officer promotion board process following complaints and criticisms that the most recent board disproportionately failed to promote aviators from lieutenant to lieutenant commander -- compared with promotions of submariners and surface warfare officers. The service is working to ensure they identify the right number of vacancies for lieutenant commander positions and solidify the number of billets available, said Cmdr. Chris Servello, spokesman for the Chief of Naval Personnel. "The concerns made us want to look closely at the process and see what things could be done to better the process. It is important to the Navy that we have the right selectivity," Servello said. "You want to meet the warfighting requirements for each individual community. We believe in the process but just like with anything, over time there are adjustments you need to make." Concerns emerged following the 2015 Navy Lieutenant Commander Line Promotion Selection Board which resulted in a 92 percent promotion rate for surface warfare officers and a 95 percent rate for submarines - while pilots were only promoted at a rate of 56 percent and 49 percent for Naval Flight Officers, according to numbers provided by the Navy. Overall, the Navy has roughly 8,000 surface warfare officers in the service, 3,700 submariners and approximately 10,000 naval aviators including naval flight officers and pilots, according to the Navy. Among aviators, 321 lieutenants were selected for promotion out of a total of 571 available applicants, Servello added. The result of last May's promotion board, announced in July of last year, troubled a number of aviators who felt their performance and qualifications were not properly recognized. "There were aviators that went before the board and did not make the quality cut. There was concern among some aviators and other people that when you looked at their records they had met the quality level -- and there was a large amount of anecdotal evidence that said some of our top folks did not make it this time," Servello explained. As a result, Servello said the Navy was working to make sure the promotion selection boards were made up of captain-level members and had the right composition. The Navy scrubbed the number of billets available and worked to make sure that the Navy's so-called community briefs clearly explain the requirements and requisite milestones needed for various career paths, Servello added. The changes will go into effect for the upcoming May selection board which will identify officers for promotion next year, he added. While the Navy has taken steps to improve the effectiveness and accuracy of its promotion board practices, there are certain circumstances which contribute to the reasons why aviators may have been promoted at a lower percentage, Servello said. One of the factors is that aviators have longer training periods than submariners and surface warfare officers, a phenomenon which means many of them have more years to go when it comes to paying back time to the Navy for their education and training, Servello said. As a result, large numbers of submariners and surface warfare officers with shorter training cycles have already had the opportunity to self-select out of the service. This dynamic changes the applicant pool and means that a higher percentage of those seeking promotion have already decided upon a longer-term Navy career, something which may not be the case with aviators being considered for promotion, Servello added. Also, the longer training track for aviators means that surface warfare officers and submariners have more fitness reports or assessment checkpoints along the way where they are evaluated by superiors. This leads to a situation wherein aviators are being judged on a smaller body of work when compared with their surface and submarine counterparts. However, the Navy plans to promote a higher percentage of lieutenants in the upcoming selection board. The average promotion of lieutenants over the last two years has been right around 70 percent, Servello said. "Next year will be 80 percent to get some of those that we missed. The ultimate goal of each of our boards it to select the best and fully qualified regardless of whether they are a submariner, aviator or surface warfare officer. Newell stressed contractors would not replace existing aggressor squadrons. He also noted that target drone operations at Eglin Air Force Base, Florida, are run by contractors. "Contract pilots, in other words, aren't a new concept," Newell said in a Feb. 11 email to Air Force Times. "No decisions have been made, but we're not ruling out any options as we work to provide vital combat training for aircrew in the future." Jared Isaacman is CEO of Draken International, which hires Air Force, Navy and Marine Corps pilots to fly mock enemy aircraft -- the "Red Air" - in air-to-air combat training. One of his customers is the Navy. "The U.S. Navy ... has been doing it for 20 years," Isaacman said in a Feb. 10 interview. "They use subsonic and supersonic jets for simulating cruise missile threats for their ships. They use them for electronic warfare and electronic attack." The avionics and equipment in the planes Draken uses are new, but the planes themselves are simpler than Air Force fighters so they are cheaper to fly, Isaacman said. While civilian contractors can simulate most of the threats that Air Force pilots may fly against, the private sector cannot replicate the most advanced Chinese and Russian fighters, he said. "No one is under the illusion that Red Air can be 100 percent outsourced," Isaacman said. "We don't have Sukhoi 35s, Sukhoi 30s, the latest MiG-29s; we don't have J-10s and J-11s from China. If you demand the latest and greatest capabilities then you won't achieve cost savings, because then we're no different from the U.S. military, which is basically buying assets to simulate the latest threats. "But there's a lot of MiG-21s in the world. There's a lot of earlier fourth-generation threats that we absolutely can simulate. It was never a 100 percent solution. I think that's very important for people to realize. The first of these courses was conducted at Ispra, Italy in 1999. Since then, the course has been continually updated in asccordance with ongoing changes in the aviation industry, and held regularly, in locations including Luxembourg, Stockholm, Madrid, Lisbon, Interlaken, Dublin and Dubai, with a total of more than 350 participants from civil and military aviation attending, as well as personnel from other high technology industries. In 2015, a new Advanced Course will be introduced. It will be a leading edge course based on current and future developments in human factors in safety management in civil and military aviation. The Advanced Course will cover some topics from Human Factors in Flight Safety, SMS, Risk Management and Safety Investigation in greater depth, as well as including new material not in the present course The courses are recognised by EAAP as contributing towards certification requirements for those wishing to become an EAAP-certified Aviation Psychologist or Human Factors Specialist. As detailed in the Registration Brochure, EAAP members are offered reduced registration fees for the course, and there is also a significant additional "Early Bird" discount for those who register early. Participants will review the investigation sequence from the preplanning stage through the general survey and specific analysis of a mishap/accident, culminating with the determination of contributing factors and probable cause/s. May 4-8 Advanced Aircraft Accident Investigation, Prescott, Ariz. This course is designed to introduce the participant to advanced accident investigation procedures involving design, materials and aircraft performance. This comprehensive course is a follow-on course for the aircraft accident investigation course or for an individual who has experience in accident investigation.
