None of the 48 people on board were injured in the rough landing, which occurred on a rainy Thursday evening in the city. The FAA confirmed the jet became bogged down in a special Engineered Material Arresting System _EMAS_ The press pool in the back of the aircraft, a Boeing 737-700 chartered from Eastern Airlines that was painted with the campaign's logo, could feel the plane fishtailing as it touched down and sliding off the runway before coming to a very sharp halt in the grass off the side of the runway. http://www.cnn.com/2016/10/27/politics/plane-carrying-pence-skids-off-runway/ *************** Aircraft for Trump's running mate skids off LaGuardia runway A Boeing 737-700 carrying the running mate of Republican presidential candidate Donald Trump skidded off a wet runway after landing at LaGuardia Airport in New York late on 27 October. The Eastern Airlines-operated charter flight came to a stop on the grass beyond the runway, according to local reports. Immediately after the incident, LaGuardia confirmed all air traffic was suspended "due to an airport emergency." Aircraft have subsequently started using runway 13. Mike Pence, Trump's running mate and the governor of Indiana, and his traveling entourage were unharmed in the incident, news reports say. Live video at the scene suggests the aircraft was stopped by an engineered material arrestor system, which is designed to stop aircraft moving up to 80mph after exiting a runway. The 737-700 involved in the incident is registered as N278EA. The 18-year-old aircraft is owned by Willis Lease Finance. It is one of five aircraft operated by Miami-based Eastern Airlines, but the only 737-700. The other four are 737-800s. https://www.flightglobal.com/news/articles/aircraft-for-trumps-running-mate-skids-off- laguard-430835/ *************** Date: 27-OCT-2016 Time: 19:40 Type: Boeing 737-7L9 (WL) Owner/operator: Eastern Airlines Registration: N278EA C/n / msn: 28006/26 Fatalities: Fatalities: 0 / Occupants: 40 Other fatalities: 0 Airplane damage: Minor Location: New York-La Guardia Airport, NY (LGA/KLGA) - United States of America Phase: Landing Nature: Domestic Non Scheduled Passenger Departure airport: Fort Dodge Regional Airport, IA (FOD) Destination airport: New York-La Guardia Airport, NY (LGA/KLGA) Narrative: A Boeing 737 aircraft on a charter flight for Republican Vice Presidential candidate Pence experienced a runway excursion upon landing at LaGuardia Airport in New York City. The transcript also depicts air traffic controllers trying to warn the pilots to abort the landing seconds before the crash, which killed one person. The National Transportation Safety Board on Wednesday released the transcript and other details of the crash at Aspen-Pitkin County Airport on Jan. 5, 2014. The documents did not discuss the cause of the crash. That will be part of a final report, which is not expected for several weeks. The twin-jet Bombardier CL 600 was on a flight to Aspen from Tucson, Arizona, with a pilot, a co-pilot and one passenger, who was also a licensed pilot. All were from Mexico and all were in the cockpit. "(Expletive) winds are screwed," one person says on the transcript, which was translated from Spanish by safety board investigators. The transcript doesn't identify which of the three men is speaking. Later, someone says, "No, no. Careful, careful." After rumbling sounds and cockpit warning tones, an air traffic controller calls out, "Go around" four times. "Vamanos, vamanos (Let's go, let's go)," someone in the cockpit says. That is followed by screaming and yelling and a "thunk," the transcript says, and then the recording ends. The audio hasn't been released. The safety board report said winds were gusting to 25 knots (28 mph) from shifting directions. Depending on the wind direction at the time of the crash, the gusts were above or near the maximums listed in the plane's manual, the report said. The report said the pilots were making their second attempt to land when they crashed. They aborted their first attempt a few minutes earlier, telling air traffic controllers the wind was 33 knots (38 mph). The co-pilot, Sergio Carranza Brabata, was killed. The pilot and a passenger were injured. Authorities have identified the survivors as Moises Carranza and Miguel Henriqez but have not said who was the passenger. The report said the man serving as pilot on the flight had only 12 to 14 hours of flying time in a Bombardier CL 600, including training. He had a total of about 17,000 hours flying other aircraft, including much larger Airbus airliners. The co-pilot's hours in the CL- 600 were not listed. The passenger was an experienced CL 600 pilot and was a friend of the flight crew, and they had invited him along for advice, the report said. http://www.dailyprogress.com/transcript-shows-pilots-battling-gusts-before-fatal- crash/article_facb329a-b6fe-5c83-9ac9-c4c34cf4fe86.html Back to Top Airlines face shortage of 100 senior pilots Nepali airlines are facing a shortage of senior pilots with the aviation industry ending a long period in the doldrums and suddenly taking off amid a spurt in travel demand. New airlines are entering the scene and existing carriers are expanding their fleets, resulting in a deficit of more than 100 captains, according to industry insiders. They said that 60 percent of the demand would be for pilots of jet aircraft. Amid the sudden expansion of the aviation industry, a key question is where the pilots are going to come from. Airline officials said that poaching pilots would become another issue in the industry soon. When there aren't enough pilots to go around, carriers will certainly resort to headhunting, they said. It takes at least 1,500 flying hours for a beginner pilot to upgrade to a junior captain, as per the requirement of the Civil Aviation Authority of Nepal (Caan). "But it varies on airline policy. Many carriers have set their own minimum requirement at 2,000 hours," said a Caan official. According to Caan, there are currently 232 pilots holding airline transport pilot licences (ATPL) for fixed-wing aircraft and 21 pilots for helicopters. An ATPL allows the holder to act as the pilot in command or captain. Likewise, the number of commercial pilot licence (CPL) holders is 281 for fixed-wings and 50 for helicopters. CPL is a qualification that permits the holder to act as the pilot in command of a single pilot aircraft, or as co-pilot of a multi-pilot aircraft. Pilot shortage has started to pose a major headache for airlines. Some have been attempting to lure foreign pilots by offering a large salary. This trend is more visible among helicopter companies as nearly 50 percent of their flying crew are foreigners, airline officials said. "The crisis is exploding right now," said a senior captain at Nepal Airlines Corporation (NAC). "The problem exists not only at Nepal Airlines. Private operators are also not able to find qualified people to fly their planes," he said. Recently, the national flag carrier had published an advertisement to hire 23 captains to fly domestic aircraft including the four Chinese-made aircraft on order. "When the deadline ended on Thursday, only a few candidates had submitted their applications," he said. Meanwhile, NAC has also announced it will be buying two wide-body jets for which it will require 20 sets of pilots each (10 captains and 10 copilots). As airlines are on an expansion spree, the total number of aircraft in the country is expected to more than triple in the next four-five years. Himalaya currently flies an Airbus A320, and plans to induct another into its fleet by next January. The carrier, a Nepal-China joint venture, plans to acquire 15 A320 aircraft over the next five years. It has hired a few foreign captains. Yeti Airlines is inducting two ATR 72-500 turboprops into its fleet. Its subsidiary Tara Air is acquiring three new Viking Twin Otter series aircraft while Goma Air is bringing another Let 410 aircraft soon. Goma currently has two aircraft in its fleet. Shree Airlines plans to begin fixed-wing operations by the end of this year with a 50- seater Bombardier Canadair Regional Jet (CRJ-200) aircraft, and has issued a wanted advertisement for 24 pilots (12 captains and 12 copilots). Shree Airline sources said that 100 hopefuls had applied but that the number of candidates for captain was nominal. "It's hard to get senior captains in the market," said Anil Manandhar, corporate manager of Shree Airlines. "But we are optimistic about getting the required number." "Airlines now have a big problem of getting senior captains," said Raju Bahadur KC, commercial general manager of Himalaya Airlines. "Definitely, we need a large number of captains as per our future expansion plan," he said. Meanwhile, the big gap between demand and supply of pilots is likely to affect Nepal Airlines due to its current pay structure. The average annual salary for senior pilots at NAC is around Rs3 million, almost half of what private carriers pay. Concerned by a possible wave of resignations, NAC has asked the government to review the pay structure to retain qualified flying crews. http://kathmandupost.ekantipur.com/news/2016-10-28/airlines-face-shortage-of-100- senior-pilots.html Back to Top Air safety bureau 'can't afford black box trip to France' The Portuguese Aircraft Accident Prevention and Investigation Bureau (GPIAA) has had to ask the government for "a solution" to get the black boxes from a TAP aircraft to its French counterpart as it cannot afford to send an investigator. The GPIAA director, Álvaro Neves, told Lusa News Agency that "current practice is for an investigator to take the boxes, stay as long as needed to attend the decoding of their contents and then return to Portugal with them", but the body does not have the money to pay for the journey and so it has to ask the ministry for authorisation for extraordinary expenses. He said that the readings from the black boxes were "indispensable" in the incident investigation process about the ATR plane from Porto that lost its landing gear when it landed in Lisbon on Saturday. The public body's "financial strangulation", with its annual budget having been cut from €500,000 in 2015 to €300,000 this year, means it "has to ask for authorisation for everything". Following a first assessment of the plane's nose gear, which broke during the landing in bad weather, the investigation is continuing with an evaluation of the main landing gear structure and the aircraft's two black boxes. http://theportugalnews.com/news/air-safety-bureau-cant-afford-black-box-trip-to- france/40004 Back to Top UPS gives Boeing's 747 jumbo jet a boost Order doubles the plane maker's order book for 747-8, which has been a slow seller United Parcel Service Inc. on Thursday said it was buying 14 Boeing Co. jumbo freighters, doubling the plane maker's order book for the jet even as it slows production. The order and options to acquire 14 more are a huge boost for the 747-8 program as both the passenger and freighter versions have been slow sellers. Airlines have opted for smaller planes and the moribund air cargo market has led others to cancel planned purchases. UPS UPS, -0.49% said it would take the first planes in 2017, with deliveries running through 2020. The 14 jets have a list price of $5.3 billion, but UPS is expected to have secured steep discounts from Boeing BA, -1.53% and may be able to unload some of its older 747 cargo jets to Boeing as part of the deal, said one aircraft financier familiar with the negotiations. http://www.marketwatch.com/story/ups-gives-boeings-747-jumbo-jet-a-boost-2016-10- 27 Back to Top GRADUATE RESEARCH SURVEY SURVEY FOR UNIVERSITY PROJECT My name is Eleonora Orlandi, I spent the past 12 years in the sky initially as an airline pilot and then as a corporate pilot. At the moment I am working on the final project for completing a Msc in Aviation Safety Management with City University of London. The provisional title for my project is "RISK MITIGATION MANAGEMENT IN THE AVIATION INDUSTRY AND THE ANIMAL KINGDOM". As we all know Risk management is a substantial factor in aviation safety and various variants of risk management models exist. The risk model proposed by the university during the course of my study has been developedwithout using observations from animal behavior related torisk and risk mitigation. Can this model be complemented byunderstanding how certain animals manage risk? And if yeshow and to what extend? As part of the research I have developed a very short survey (it takes max 2 minutes). I would love to hear opinions of professional pilots from everywhere in world. If you have been flying as an airline, corporate or cargo pilot for more than one year, can you please spare two minutes of your time and complete the following survey https://it.surveymonkey.com/r/YZY375S Curt Lewis
