Tony Wood, who was on Air Europa flight 98 when it left Miami International Airport just before 9:30 p.m. Wednesday, said there was a storm outside during the flight. Fellow passengers Adam Wright and Cristina Dwyer said the turbulence was intense. "I've never been in that much turbulence in my life," Wright said. Wood, Wright and Dwyer said an announcement was made about an hour into the flight that the plane was turning around. "Then we started circling a couple of times," Wright said. Wood said the announcement explained why. "(They said) that we'd been struck by lightning," he said. Wood took a photograph of a windshield as he passed the cockpit to get off the plane. He was one of dozens of passengers forced to wait in a long line to check in at a nearby hotel. But airlines complain the order will cost them millions more than the nearly $900,000 that the FAA estimates it will cost U.S. carriers to remove the seats, roughly 10,000 in all. That's because the FAA didn't include replacing the seats in its estimate. Airlines, including some from other countries worried about meeting the standard, complained it would be uneconomical to fly with fewer seats on their planes. SkyWest Airlines of St. George, Utah, for example, said it would cost $250,000 to $500,000 to replace the seats on each of the 120 affected planes in its fleet. SkyWest is a regional carrier that operates feeder flights for the USA's four biggest airlines: American, Delta, United and Alaska. "Calculating these numbers would make the part cost in the millions just for our fleet," Daniel Burkhard, SkyWest's engineering manager for compliance, told FAA when the fix was proposed. At issue are the "Slim" or "Slimplus" seats made by Zodiac Seats California LLC. The seats are on planes such as Boeing's 717- 200 and MD-90-30 aircraft, Bombardier's CRJ700, CRJ900 and Q400 aircraft, and Embraer's E170 and E190 planes. Videos reviewed by the FAA and Brazil's civil aviation organization found that in a collision, a passenger might slide down the seat with the chin to hit the tray table on the seat ahead in a way that seriously injures the neck. "The intent of this (airworthiness directive) is to provide a safe outcome for passengers during a survivable crash by preventing serious injuries," said the 29-page order from Paul Bernado, acting manager of FAA's transport airplane directorate. The order is scheduled to be published in the Federal Register on Wednesday. A committee of industry officials questioned the testing and the FAA's proposed order from a year ago, saying the testing was inaccurate and subjective. But FAA stuck to its order for removing the seats. FAA estimated it would cost $85 to remove each unsafe seat, for a total of $890,970 to remove 10,482 seats flying with U.S. carriers within five years. Zodiac, SkyWest and Delta Air Lines asked that FAA allow for modifications of the seats, to make them safer. The U.S. Occupational Safety and Health Administration says the city must pay Abdul-Malik Ali nearly $96,000 for lost income, pain and suffering and attorney's fees. No one was injured in the incident, which happened at 8:22 p.m., airport officials said. Passengers on both planes were kept on the tarmac, awaiting approval from the Federal Aviation Administration to bring passengers back to their gates. A United Airlines jet hit an American Airlines plane while one was pulling in and the other was backing out, airport officials said. Special focus has been given to critiques on the significant cuts to funding for medical care and food stamps, as well as the possibility of greater income and wealth inequality. Another point of contention is the beefed up allocations to defense and the military, with the #Air Force and Navy being the most favored services. Speaking of the Air Force, one sign of the priority that Trump gives it is the proposed plan to further extend the service of the now-decades-old aircraft the A-10 #Thunderbolt Ii and the U-2 reconnaissance plane. Still going The budget released by President Trump on Tuesday, May 23 contains an outline for the Air Force to provide new maintenance for their fleet of A-10s, alternatively known by their nickname of "Warthog." Introduced into service in 1977, the A-10 first came into prominence during the 1991 Persian Gulf War, with its role of close air support for ground troops and impressive firepower against enemy armor. The Warthog is best known for its main armament, the massive GAU-8/A Avenger auto-cannon, and its utter efficiency in the role it was designed for has kept the Air Force from seriously considering any replacements for it. Aside from the Thunderbolt II, another classic aircraft that has been deemed by the budget as still worth the upkeep is the Lockheed U-2, nicknamed "Dragon Lady." First deployed in full back in 1957, this is the same U-2 that was used to recon Cuba in 1962 during the Missile Crisis. With periodic updates in sensors and cameras, the Dragon Ladies continue ably contributing to intelligence gathering for the Air Force to this day. Such has been their impact that the Trump budget states that there is no retirement date set for the U-2. Better than replacements While there have been plans put in place to gradually replace the A-10 Warthog in its role by the Lockheed F-35, its proponents point out that the old plane is still extremely capable. The virtues of the aircraft that is emphasized by the Air Force is slow speed compared to the F-35 enabling its pilot to more accurately target ground enemies while avoiding friendly fire, as well as its toughness and system redundancies that increase its survivability against ground fire. Korea's Air Koryo from entering its space The European Union has designated North Korea's state carrier, Air Koryo, as an airline that is restricted from operating in European skies for seven years in a row, a U.S. broadcaster said Wednesday. In its latest update of the EU Air Safety List, the European Commission said it has continuously banned all Air Koryo planes, except for two Russian-made TU-204 airlines, from operating in European airspace as they fail to meet international safety standards, Voice of America said. An Air Koryo plane (Yonhap) Launched in 2006, the EU blacklist contains two lists. The first list includes all airlines banned from operating in Europe, and the one includes airlines that are restricted from operating under certain conditions in Europe. Both lists are updated regularly. At present, 181 airliners from 16 nations are completely banned from entering Europe. Air Koryo is one of six airlines under restrictions. The EU barred Air Koryo from operations for failing to meet international safety standards since 2006, but partially lifted the ban in 2010, when the North Korean airline introduced two TU-204 planes that satisfy safety standards. Held annually, the events aim to raise awareness and honor the members of the Women Air Force Service Pilots who served at Avenger Field in Sweetwater. The museum held its grand opening in 2005 and has been telling the stories of the female pilots with exhibits, archives, and aircraft. This year, the special guest for Homecoming is Maj. Heather "Lucky" Penney, who was the first and only woman in the 121st Fighter Squadron and was one of the units scrambled during the terrorist attacks of 9/11. The events will start at 11 a.m. Thursday with a flag raising and ribbon-cutting ceremony to open Hangar No. 1. The hangar is modeled after the original Hangar No. 1 at Avenger Field, which burned down. Friday will see fly-ins of aircraft all day as long as weather permits. The museum will open from 9 a.m. to 4 p.m. Saturday, and the EAA Young Eagles will meet from 9 a.m. to 1 p.m. when kids can fly for free. The daughter of two business owners who settled in Portland, Oregon, after immigrating from China, Lee took her first flight in 1932, just a few years after graduating from high school. She would become one of the first Chinese-American women to ever earn a pilot's license later that year. She would later become the first Chinese American female pilot to fly for the United States military. Hazel Lee in her WASP uniform Hazel Ying Lee National Archives Lee would become one of two Asian-American members of the Women Airforce Service Pilots (WASP), the other being fellow Chinese American Margaret Gee, a native Californian who was a few classes behind Lee in training. The program employed female civilian pilots to fly in non-combat missions across the United States during World War II. "It was not easy for any woman at that time to become a pilot," Sandra Edwards Spears of the National WASP WWII Museum told NBC News. "A lot of people believed that women shouldn't be flying at all. But they freed up the men who used to fly those planes so that they would be able to go to combat." Spears remembers hearing stories about the young female pilots throughout her childhood, as her father was one of their primary instructors in Sweetwater, Texas. As one of only 134 women trained to "fly pursuit," Lee was qualified to fly for the Air Transport Command because had prior flight training and was issued a permit by the U.S. Army. "The main purpose was to free up [male] pilots. [Female pilots] would ferry airplanes to [male] pilots wherever they were and would tow targets to gunners," Spears explained. "They wouldn't allow them to fly abroad. [The WASP] would have liked to, but it wasn't permitted." Hazel Ying Lee was the first Chinese American woman to fly for the United States military during WW2 In addition to being restricted to non-combat roles, the WASP often encountered other significant barriers as they attempted to begin their careers as pilots. "The girls already had to have a pilot's license and to have a certain number of flying hours," Spears said, noting that all of this had to be done at the pilot's expense because the WASP were not considered members of the military at the time and as such they also had to pay for their room, board, and uniforms. "They also had to be American," she added. While Lee and many of her seven siblings had been born in the United States, and she began her flight training and received her license in Oregon, she decided to travel to her parents' native China in 1933 for career opportunities and to assist in the Chinese war effort during the lead-up to the second Sino-Japanese War, according to Spears. "There was pilot training being given in China [for pilots interested in joining the Chinese Air Force]," Spears explained, noting that several Chinese Americans traveled to China to help with the war effort. "But of course they didn't want women." Frustrated that her military career was thwarted, Lee instead became a commercial pilot in China, remaining there until the second Sino-Japanese War began in 1937, after which she returned to the United States and worked in New York for the Chinese government for a time. Fellow Chinese-American pilot (and Lee's future husband) "Clifford" Louie Yim-qun served with the Chinese Air Force for several years. Hazel Ying Lee was 1 of the 1st #ChineseAmerican Women Air Force Service Pilots (WASPs) Tragically, Lee's life was cut short in 1944 when she died two days after colliding with another airplane on a runway in Great Falls, Montana. She was 33. Just days after her passing, her family received word that her brother Victor had died in combat. While the Lee family had burial plots selected for both Hazel and Victor, they initially had to fight to bury them after being told they Asians were not permitted to be buried there, according to the Associated Press. The family eventually prevailed. But despite facing obstacles in both life and death, friends and relatives who knew Hazel Lee told the directors of the documentary "A Brief Flight: Hazel Ying Lee and The Women Who Flew Pursuit," that she did not think of herself as a trailblazer or future historical figure. But while she wanted to focus on flying, one of the most famous stories told about her brought her identity to the forefront. "The version of the story I like to use in my talks was the one Hazel herself wrote about for 'The Avenger' [the WASP newspaper]. It talks about how she had to cut the engine and land in a farmer's field," Spears said of the emergency landing Lee was forced to make on June 28, 1943. "So she climbed out of the cockpit and here comes this green sedan with the farmer and his wife." The couple, Spears explained, apparently thought Lee was a Japanese fighter pilot and, armed with a pitchfork, were ready to defend their land. "And then he said, 'Are you China gal or Japanese gal?'" Spears said. "She said, 'I'm China gal, sir. And he said, 'Dag gummit, girl. You sure made a pretty landing.'" Her identity cleared up, the farmer and his wife then took Lee back to their home and helped her call her base for help retrieving her downed aircraft. In recent years, the service of Lee and the other female pilots who served during World War II have received some recognition. The members of the Women Airforce Service Pilots were only designated as veterans in 1977, after a long campaign for official recognition. In 2010, the WASP received the Congressional Gold Medal from then President Barack Obama. "The Women Airforce Service Pilots courageously answered their country's call in a time of need while blazing a trail for the brave women who have given and continue to give so much in service to this nation," Obama said in his 2010 statement announcing the medal. The Erring Human® presents PFRAT - The Mobile App to Prevent Aircraft Accidents An analysis of most human error accidents shows that they were avoidable if only the risks involved had been adequately evaluated. Most humans understand individual risks, but very few are able to understand the cumulative effect when several risk factors are present simultaneously. While there are several Risk Assessment tools available, they are all based on MS Excel or similar applications and require a computer to complete them. However, there are very few pilots and aviation sector workers, who can use their computers in the field, on airport platforms or heliports, especially in general aviation, airport operations and helicopter operations. Even if they have a laptop, they are often limited by space, Internet connectivity or other such limitations. The Erring Human® now presents an innovative solution: This application, called PFRAT (Personal Flight Risk Assessment Tool) will allow any aviation worker to carry out a risk assessment (RA), without an internet connection, on their mobile phone, in less than 10 minutes, and receive an evaluation of how the cumulative effect of risk factors is likely to impact the flight. The RA will be saved locally and emailed to the registered user when the device connects to a Wi-Fi network or other mobile network. The fixed wing risk assessment used in this application is as recommended by the FAA in AC 120-92 and InFO 07015. For helicopters, RA is as recommended by the Helicopter Association International (HAI). Each RA has 34 questions in 5 categories. The application has additional features to publish the RA in the social network, such as Facebook, Twitter, LinkedIn or Google Plus and also send a copy by email to other company officials, such as Director of Operations, etc. This is a fully user customizable app. The users have the option to hide any, or all, of the pre-loaded questions and to replace them with their own questions specific to their type of operation or company hazard/risk register. Even the trigger values at which the users are displayed a Green, Amber or Red light, and the messages associated with it, can be user customized.
